Aging infrastructure, limited capacity, funding constraints, and questions around who pays for system expansion are becoming critical challenges for communities and the construction industry alike.
Join the Indiana Construction Roundtable for a timely and informative panel discussion featuring perspectives from utilities, local government, and economic development leaders. The moderated conversation will explore the realities facing Indiana’s water systems today—and what they mean for future development and investment.
Topics will include utility capacity and service extensions, infrastructure replacement costs, funding and ratepayer impacts, and the role water and wastewater systems play in economic growth. Attendees will leave with a clearer understanding of the challenges ahead and the collaborative solutions needed to support Indiana’s continued development.

About Our Panelists
Steven Berube, P.E., Citizens Energy Group
Steven Berube serves as Director of Water Production for Citizens Energy Group, where he provides strategic leadership for the operations and maintenance of ten water treatment plants and three reservoirs serving nearly 900,000 people across the Indianapolis metropolitan area. In this role, Steven oversees system reliability, long‑term water supply planning, and continuous improvement initiatives supporting safe and sustainable drinking water delivery.
A licensed Professional Engineer and certified water and wastewater operator, Steven brings deep expertise in environmental processes, system optimization, and infrastructure planning. Prior to his current role, he conducted research on household‑scale water filtration systems in Kenya, strengthening his commitment to global and local water sustainability. Steven holds a Bachelor of Science in Chemical Engineering and a Master of Science in Civil and Environmental Engineering from Purdue University and is actively engaged in industry and community leadership through organizations including the American Water Works Association.
Gary Pool, P.E., Hancock County, Indiana
Gary Pool serves as County Engineer for Hancock County, Indiana, where he leads the planning and delivery of critical transportation and infrastructure projects supporting regional growth and economic development. A licensed Professional Engineer, Gary brings extensive experience in civil infrastructure, project delivery, and long‑range planning across urban and rural systems.
Prior to his current role, Gary led major transportation projects nationwide, including work on I‑69, I‑465, US‑31, and light rail connector projects in Albuquerque and Cincinnati. A U.S. Army veteran and Bronze Star recipient, he served as a Captain with the 101st Airborne Division and completed three combat deployments. Gary holds a Bachelor of Science in Civil Engineering from Rose‑Hulman Institute of Technology and an MBA from Indiana University. He has twice been recognized as Indiana’s Outstanding Highway Engineer (2018 and 2024).
